BRIEF REPORT

The latest regarding the Adam Oval upgrade, besides the restrictions placed on the Club regarding parking around the track during the earth works stage and the problems with dust etc. which is a fair call and everybody should understand including the local residents. ( short term pain for long term gain )
The Council rang Rob Hurley at very very short notice this last week wanting a site meeting to discuss the plans around the track area under the trees etc. This meeting had to be put off due to work commitments by Rob ( and I also was not available ) it is set down for early next week but via phone the plan had 20mm aggregate instead of grass ( lawn ) under the trees around the track was conveyed. This was blamed on the landscaping people, the Project Manager was told that this was not acceptable to the club and the their reasoning was flawed as 20mm aggregate will compact the same as lawn, cut into the exposed tree roots etc. it will also be difficult to walk on and stones may end up on the track etc. So hopefully these concerns will be taken back and other ideas will be submitted to us next week, considering we have been waiting for these plans for around a month or more, we are not looking at being pushed into an incorrect hasty decision.
It was also agreed in principle that their will be money available to join the new Clubroom to the old Soccer clubrooms and plans are being drawn up ( still waiting to see the plans ) and the Council's Financial department has agreed on an affordable lease arrangement for the soccer clubroom ( a lot less than first proposed ) But again the Club will only commit to all this once the final plans are agreed upon, the Devil is in the detail.
LATEST UPDATE ON UPGRADE AROUND TRACK 20/01/2010 by Trevor Dutton
Latest meeting with Salisbury Council as a follow up from December's meeting , Rob Hurley and myself again met with Project Manager Patricia Oates and Civil designer Norman to discuss the around the track as discussed at the last site meeting.
Points worth noting in this latest proposal..........
The extra 2 metres between the new pitch and track sorted - this gives 5.2 metres between the track fence and path next the the new pitch at the first corner ( closest
point the track fence is to the new pitch ) the path width in 1.5 mts. so basically 6.7 mts. from the pitch.
Track gate to stay in same position and access for track maintenance will be from centre road behind clubroom, this will allow for a couple of extra viewing car spaces near the track gate plus 2 to 3 non viewing car parks near bore area. ( compared to last proposal )
The irrigated grassed mound moved to the area near the pits to allow for more use of shade in the afternoon( hopefully shade sail over mound ), loss of 2 to 3 viewing car spaces but picked up 2 to 3 at the other end.( compared to last proposal )
Irrigated grass under the trees this would be the most practical option and assist in controlling water runoff, the irrigated grass would run from grassed viewing mound down straight around first corner to the track gate. If necessary paved strips can be place at a later date if vehicles damaging grass. Note:- The grass under the trees is subject to the landscape department approving the proposal of grass under the tree and cars parking on it

A spoon drain will be placed around the the straight and first corner to control water run off and a larger sump on the straight will be connected to a storm water pipe to run the water
Water tank now above ground due to pressure and pump requirements, this will be 20,000 litres and at this may be round or modular, if modular this can be place along back of clubroom wall to save space. This will have a mix of storm water and bore water with a pump to supply track with water. A directional borer to lay water pipe under track to the centre green so there is no need to dig up track.
The area between the formal car park ( Tangent Avenue side ) and the trees around track will be spray paved, this will be the Club's informal car parking when required. plus to shared use of the formal car park with general public but the informal car park is under Club's control.

Another meeting was held Wednesday afternoon ( 9/12/09 ) between the the Salisbury Council staff involved in the management and development of the Adams Oval upgrade and Rob Hurley and myself. The club's concerns and disappointments were aired and positive constructive progressed was achieved in principle, the areas concentrated on, were the parking area around the track and under the trees including drainage problems, the area around the old clubrooms that in currently unsealed, rubbish bin enclosure and the western end of the track between the the track and the new soccer pitch. We also had some discussions regarding the upgrade / removing the joining wall between the Junior Soccer Club and our Clubrooms I will mention more later in this report.
I will dot point the areas discussed to try to give a clear picture and or direction the Council are going concerning the upgrade around the Salisbury Cycle Speedway track and Clubrooms.
- First the final detail plans are not completed and all areas to be upgraded are in the costing / budgeting and some design stage , the earth works currently taken place are due to the time restraints of the starting of the soccer season and the completion dates imposed by the Federal Government. ( remembering its their funding and they have completion dates ) The area around the track is probably 3 months away from starting so is still in the final design / budgeting stage, The Project Manager Patricia Oates and Engineer Dameon Roy apologized for the inconvenience cause by the earth works but both were unaware that the contractor was going to excavate that area due to the fact that they required extra earth and the car park area needed to the cut out. ( reducing costs of importing material )
- The parking around the track under the trees will go ahead but the council are trying to overcome problems concerning the trees, bitumen under the tress drip line will eventually damage / kill the trees. They are looking at various materials that can be used to overcome this problem from a Ecoeal matting ( a relative new product a bit untried in Australia used in England as I understand the Civil designer Norman and Dameon are not convince it is the right option ) They are also mindful of the dust concerns and are looking the best matching options.
- With the above problem comes the drainage problem options discussed were a 200mm concrete edge around the outside of the track fence to sent the water to the new improved centre drainage point this was put on the back burner due concerns regarding levels at the lowest point of the back straight of the track. The tree roots are exposed so this limits options on building up the area which the Ecoseal matting would need approximately 100 mm and again this impacts the lowest point of the back straight of the track. An idea from the Civil designer Norman was that we go with the natural fall and try and work out the best drainage option ( work with it rather against it ) , one idea being that the bitumen on the inside of the track on the back straight be altered to create on spoon drain to run off surface water into a larger improved centre drainage point, but again finding the best material to place under the tree area will have to be take some consideration. ( both the Club and Council want the trees to remain ) Final designs levels and drawings will be carried out to achieve the best outcome
- The entrance into the formal car park from Tangent Ave. has been shifted to a more central position so that the car lights will shone onto the brown fence opposite and our entrance to our section will in inline with that gate.
- The western end of the track between the track and the new soccer pitch was discussed and looked at and our concerns were listen to, an extra 2 metres between the pitch and track was found and a option of removing or realigning the walking path further away from that end of the track will be considered as viable options. Discussions were held regarding seating and shade this is dependent on costings but again Norman came up with a viable option of a irrigated grass terraced mound, this mound area would be achievable in the area in front of the track maintenance gate towards to bore and clubrooms in a sweeping arc. ( following the track fence ) Shade sails in this area over seating and or mound was also discussed. ( again fine details to be worked through EG: the club to main the irrigated grass and Council to maintain shade sails ) Final designs levels and drawings will be carried out to achieve the best outcome
- Track maintenance gate to be relocated. fine tuning needed
- The area around the old clubrooms that in currently unsealed was discussed and the Engineer Dameon stated that sealing this area not a problem, more discussions and fine tuning needed .
- Emergency vehicle parking provisions made in the proposed formal parking area behind old clubrooms. (but not right against clubrooms as it is now ) more discussions and fine tuning needed .
- The rubbish bin enclosure to be by the pit area as discussed within the club, fine tuning needed
- The concerns regarding the building upgrade was discussed not in as much detail as the above but assurances were given that the building upgrade is still on the table but no decision will be made until all costings / budgets are in and realistic achievable outcomes can be made.( this includes the Soccer Clubs ) Again no guarantees This will allow the Club to have further talks regarding more equable leasing arrangements for the Junior Soccer Clubrooms just incase a upgrade is achievable.
This meeting was very informative and it was stated that the Club was held in high esteem by Councilors. the Mayor ,CEO and senior staff by the swift reaction within Council to our concerns and disappointments after the last meeting, and that our house keeping and presentation of Council property was a well know fact within Council. Another meeting with design drawings, measurements etc. concerning around the track area will be held before Christmas with Dameon Roy and Norman. ( Patricia Oaks will be unavailable due to a planned operation , we wish her a speedy recovery )

INTERNATIONAL CYCLE SPEEDWAY REGULATIONS - Page 1:
1 OFFICIALS
1.1 Referees
-
· 1.1.1 All racing shall be under the sole control of the referee whose duty is to ensure that no one indulges in unfair, dangerous or unscrupulous practices. A referee shall enforce the rules and any decisions made in connection with the meeting shall be final. No appeals will be permitted, regarding the rulings of the referee in-so-far as any amendment to the result of a race, match or meeting is concerned.

· 1.1.2 The authority of a referee begins 30 minutes prior to the official start of a meeting and includes any period when racing has been temporarily suspended and ends when he leaves the immediate curtilage of the track.
-
· 1.1.3 The referee has the power to stop a race for any infringement of the rules, caution or exclude any offending rider from a race and ban any rider or official from a meeting in the case of serious offences.
-
· 1.1.4 The referee shall undertake the following match duties:
-
· 1.1.4.1 Inspect the rider's machines 15 minutes prior to the start of a meeting and ensure that they comply with the rules, ordering any adjustments or suspensions as necessary.
-
· 1.1.4.2 Having established the starting positions in the case of teams events, controls all racing by taking up a position where offences may best be seen.
-
· 1.1.4.3 If a public address system is in use, inform the announcer of the reasons for any action taken so that they may be conveyed to spectators.
-
· 1.1.4.4 Maintain authority over who enters the centre of the circuit during the meeting..
-
· Coordinate activities of the Pits Marshal, the Starter and Flag Marshal during racing.
-
· Determine the order in which riders finish each race and keep a true record of the meeting
-
· At the conclusion of racing, check and sign the official score-chart.
-
· Comunication between the Referree and other offials (i.e. Pits Marshall, the Starter and Flag Marshall) should be conducted in English (which is considered the International Language of Cycle Speedway – (in the event of a non-English speaking Referee or Official, an interpreter will be permitted).

1.2 Other Match Officials
-
· 1.2.1 The starter is responsible for the fair starting of all races under the order of the Referee in accordance with the stipulated starting procedure.
-
· 1.2.2 The Flag Marshal shall count the number of laps completed by all riders under the direction of the Referee.
-
1.2.3 A maximum of two Pits Marshals shall be provided.
-
· 1.2.3.1 They are responsible for the organisation of the pits and ensuring that the riders are notified of their races.
-
· 1.2.3.2 They will notify the referee immediately of any misconduct or breach of the rules in the pits by riders or team managers.
-
· 1.2.3.4. They will also ensure that riders do not leave the pits without permission and that only riders and officials enter the pits.
-
· 1.2.4. The Announcer is responsible for giving spectators such information as they may reasonably require to understand and enjoy a meeting. He shall make any announcement, in connection with the racing, that the referee may direct.
-
· 1.2.4.1 The Announcer may also be designated as 'official starter' in agreement with the referee.

INTERNATIONAL CYCLE SPEEDWAY REGULATIONS - Page 2:
1.3 Team Manager
-
· 1.3.1 The Team Manager shall be responsible for the team's prompt arrival and behaviour during the meeting and shall be responsible for the correct standard of dress of the team (ensuring uniformed team colours). The Team Manager will ensure that the machines of his riders conform to the international regulations. He will liaise between his riders and the Referee when required to do so.

1.3.2 Team Managers may only enter the track at the request of, or when acknowledged by, the Referee.
-
· 1.3.3 In any team match two officials from each team, one to be official Team Manager, shall be permitted to enter and remain in the pits throughout the match.
-
· 1.3.4 Comunication between Team Managers and the Referee should be conducted in English (which is considered the International Language of Cycle Speedway – (in the event of a non-English speaking Team Manager or Referee, an interpreter will be permitted).

2 RIDERS CLOTHING
2.1 Members of a team shall be uniformly dressed with Race jersey's that can accommodate a number.
Numbers will be accommodated by two velcrose strips on (20 cm apart) on the back of race jersey..
2.2 During training and competition, all riders must be covered from the neck down, with protective helmet.

· 2.3 Proposal: During World and European Individual Championships (including qualification rounds) each riders jersey will bear (on their back) a distinctive number to coincide with programme details. The rider's name can also be displayed.
-
· EACH HOST NATION MUST ENSURE PROVISION OF ADEQUATE SETS OF NUMBERS (1-16) with velcrose strips (20cm apart) to accommodate similtanious meetings at different locations - as dictated by the race scedule for any World or European Individual Championships).

2.4 Protective Headgear
-
· 2.4.1 Protective headgear, in the form of an approved cycling hemet, shall be worn.
-
· 2.4.2 Any rider removing his/her helmet during a race will be immediately excluded.
-
· CYCLES (also referred to as 'racing machine')
-
· 3.1 A racing machine shall not be fitted with brakes, brake attachments, mudguards of any size, rat-trap or all metal pedals, toe clips or straps, lamp brackets, wing-nuts, any form of gears or any other fittings considered dangerous by the Referee.
-
· 3.2 Handlebars shall not exceed 750mm in width measured in a straight line from end to end, each end shall be protected by a soft substance, preferably handlebar grips.
-
· 3.3 Wheel spindles shall not protrude more than 18mm outside the forks. Not more than 6 mm of thread shall be exposed beyond the wheelnut with only one wheelnut allowed each side of the spindle on the outside of the fork.
-
· 3.4 Chain tensioners will be permitted provided they have no protruding spikes (these must be ground flat) and that the thread does not protrude more than 6mm. Tyres and pedals shall not contain any additional fittings, i.e. studs.
-
· A spare uncovered sprocket on the rear wheel is permitted.
-
· 3.6 Riders must not change machines during a race – the exception being for a re-start or a re-run.
-
· 3.7 All machines to be used at a meeting shall be thoroughly examined by the Referee in the pits before the match and briefly checked by the Referee at the starting area rest line before each race. Any machine considered dangerous by the Referee will not be permitted for use on the track.

RACING REGULATIONS
4.1 Number of Laps
4.1.1 All racing shall be in an anti-clockwise direction and shall be over four laps except:
-
· 4.1.1.1 In events for young novice competitors
-
· 4.1.1.2 If there is only one rider starting in a race he/she will be awarded four points immediately on arriving with their cycle at the starting position at the gate if appropriatly dressed and ready to start.
- · 4.1.1.3 In a team competition if there are only two riders, both of the same team, one lap only shall be ridden.
- 4.2 Flag Signals
-
· 4.2.1 The yellow flag denotes one lap to go.
-
4.2.2 The black and white chequered flag denotes the race is completed.
-
· 4.2.3 If the chequered flag is shown at the wrong time during a race the Referee shall take the following action:
-
· 4.2.3.1 After 5 laps - riders' positions after 4 laps to count as a result.
-
· 4.2.3.2 After 3 laps - race to be re-run with all riders still in the race when the chequered flag was shown to be allowed in the re-run, unless the Referee is satisfied that all riders had realised the mistake and carried on racing. The re-run to take place immediately.

· 4.3 Method of Scoring
-
· Scoring in all races shall be:

· First - 4 points
-
· Second - 3 points
-
· Third - 2 points
-
· Fourth - 1 point
-
Non Finishers - 0 points
Excluded Riders - 0 points
4.4 Presence in Pits
-
· 4.4.1 Under no circumstances shall any person be allowed in the Pits other than the competing riders, team and track officials, during the course of the racing. Riders may not leave the pits during racing without gaining permission from the Pits Marshal.
-
4.5 Run-Offs (Individual Events)
-
· 4.5.1 Where a run-off proves necessary the starting positions shall be determined as follows:
-
· 4.5.1.1 Two riders: by the toss of a coin, the winner choosing any position and his opponent taking the position which leaves one vacant grid between the two riders.
-
· 4.5.1.2. Three or four riders: by a draw of four numbered lots.
-
· 4.5.1.3 Five or more riders: a series of races shall be run to eliminate the appropriate number of tied riders.
-
· 4.5.1.4 In no circumstances shall more than four riders compete in any International race.
-
· 4.5.1.5 In the event of a re-run of a race all riders must assume their original starting positions of the race.

Time Limits
-
· When the referee is satisfied that the circuit is clear of obstructions and that no additional time allowance is required he/she shall, by one sharp blast on a whistle, indicate that all riders have one minute in which to reach the starting area rest line. A second blast will denote the expiry of time and the automatic exclusion of any rider(s) not at the rest line. Reserves are not allowed to replace riders excluded from the race for exceeding the time limit.

· A rider in an individual event who has two consecutive races shall be allowed three extra minutes. A rider in a team event who has two consecutive races shall be granted an extra minute. If, for any valid reason, a rider requires an extension of time, the Team Manager, through the Pits Marshal, may contact the Referee who may grant one extra minute, always providing he/she has not given the signal for the start of the first minute.

· Where the Referee grants an extra minute, he/she must allow the first minute to elapse before giving the signal for the final minute.
-
· In any cases of extreme machine damage or injury, the Referee may extend the time limit at his or her discretion.
-
· 4.6.5 Any rider or Manager who purposely delays the progress of the meeting without valid reason shall be excluded from taking any further part in the meeting.
-
· Starting Procedure
-
· 4.7.1 Riders shall leave the pits and proceed to the starting area where they shall come to rest with the hubs of their front wheels over the rest line, in line with their respective starting positions. Riders shall not encroach the centre green on the way to the start. Riders may not change positions once at the rest line. Brushes, rags, water or other materials for cleaning tyres shall not be brought to the starting grid.

· 4.7.2 Under the direction of the Referee the riders shall move forward to within 25mm of the tapes, positioning both wheels between the parallel lines in the stating positions.
-
· 4.7.3 When all riders are ready, the command 'Under Starters Orders' shall be given. The riders shall then look straight ahead and watch the tapes. The starter shall then (facing away from the starting gate) release the tapes between 2 and 5 seconds from the command, varying the time from race to race.
-
· 4.7.4 When an electrically operated starting gate is being used the starter shall operate the release mechanism, facing away from the competing riders.
-
· 4.7.5 A rider shall be disqualified if, after the command "Under Starter's Orders", he/she allows their machine or body to move, or deliberately cause a distraction, before the tapes rise.
-
· 4.7.6 Referees shall use their discretion if there is obvious noise around the starting area or adverse weather conditions .
-
· 4.7.7 If two or more riders move before the tapes rise the first to move shall be excluded but if the Referee is unable to determine who did so first shall order the riders to re-approach the rest line and give starting orders again.
-
· 4.7.8 If, after this procedure the same position arises the Referee shall disqualify all riders guilty of the infringement.

· 4.8 Stopping a Race
4.8.1 A race shall be stopped by one blast of the Referee's whistle.
- · 4.8.2 A race may be stopped by the Referee in the interest of safety or where a fallen rider has caused other riders to fall and inflicted a positive change in positions. Any rider who is the direct or indirect cause of the stoppage shall be excluded.
-
· 4.8.3 A race may be stopped by the Referee if two or more riders fall or become entangled during the first half lap. In such an instance, the Referee should re-start the race with all riders, except where a deliberate offence is committed when he/she may exclude the guilty rider.
-
· 4.8.4 A race may be stopped if, in the opinion of the Referee, a breach of the rules has occurred and an advantage is gained either by the rider or his team. In this case he shall disqualify the offending rider or riders from the re-run.
-
· 4.8.5 If a race is stopped for any reason after the completion of the first lap, the rider or riders responsible for the stoppage should be excluded or cautioned.
-
· 4.8.6 If a race is stopped after three laps have been completed, the Referee may award positions to riders in the order they held them at the time of the stoppage, having excluded any rider where necessary through a breach of the rules. In any case of doubt, the race may be re-run.
-
EXCLUSIONS
A rider shall be excluded if, during the course of a race, he is considered by the Referee to be guilty of:
-
· 5.1 Crossing the boundaries with both wheels, unless through the actions of another rider, or in the interests of safety he is compelled to do so, in which case he must return to the track at the earliest opportunity. A rider may be excluded if he is deemed to have purposely crossed the inside of the track to gain a rerun or advantage.
-
5.2 Obstruction. A rider shall be guilty of obstruction if:
-
· 5.2.1 Sharply cuts across the path of another rider when less than one machine length in front.
-
· 5.2.2 Deliberately and suddenly slowing down to affect a change in the position of the riders behind.
-
· 5.2.3 Placing him/herself or machine in such a position as to impede other riders.
-
· 5.2.4 Deemed guilty of drifting an opponent to the extremities of the circuit by steering a course which, in the Referee's opinion, is not within reasonable competitive requirements.
-
· 5.2.5 Team riding with another rider whether in the same team or not in an individual event. Both riders may be excluded.
-
5.2.6 Using such tactics interprated as boring (i.e 'ramming'), hooking or legging.
-
· 5.2.7 Using undue force during a race, particularly in that part of the race from the start to the first bend.
-
· 5.3 Dangerous riding. Any rider considered by the Referee to be guilty of dangerous riding.
-
· 5.4 Remounting . A rider may only take up to 3 steps to remount his/her machine (i.e. running with a bike to remount is not permitted). Only if within half a lap of the finish of the race is a rider permitted to run or walk with his/her machine, provided he/she does not obstruct other riders and keeps the machine on the circuit. A rider shall be deemed remounted when he/she is astride his machine.

· 5.5 Outside assistance. Any rider receiving outside assistance during a race shall be excluded.
-
· 5.6 Disorderly conduct . Any rider guilty of disorderly conduct or dissent shall be excluded from the race.
-
5.7 Being lapped. A rider shall be deemed lapped if in last position and, in the opinion of the Referee, is interfering with the course of other riders. Excluded or lapped riders must immediately withdraw from the track without impeding other riders. Failure to do so in team events may result in no points being awarded to the offending rider's team in that race.

DISQUALIFICATION
-
· 6.1 A rider shall be disqualified, and shall take no further part in the competition if he isconsidered by the Referee to be guilty of one of the following offences:
-
· 6.2.1 Persistent exclusion: Any rider who incurs two or more exclusions during a meeting for the use of force, obstruction or dangerous riding may be disqualified.
-
· 6.2.2 Malicious foul riding: A rider who uses blatant foul tactics inflicting injury to an opponent or damage to his equipment may in extreme circumstances be disqualified from the competition.
-
· 6.2.3 Offensive or foul language: A rider or team manager shall be suspended from the competition if he is judged to be guilty of swearing or using offensive language.
-
· 6.2.4 Serious disorderly conduct: Any rider or Team Manager who repeatedly shows dissent after warning or instigates any physical threats or fighting shall be excluded from the remainder of the meeting.
-
· 6.2.5 A rider or official who receives a disqualification shall leave the area of the track and pits immediately and take no further part in the meeting whatsoever.

· RESERVES
-
· 7.1 Reserve riders may not be submitted in the place of a rider who has been disqualified from the meeting by the Referee.
-
· 7.2 A reserve rider shall not be substituted in the place of another rider who has been excluded from participating in the re-run of any race.
-
· 7.3 A reserve rider can replace another reserve rider providing that regulations 7.1 and 7.2 do not apply.
-
· 7.4 If a rider is unable to take part in the re-run of a race, then a reserve rider shall be permitted to deputise in his place , provided that he has not had the maximum number of rides and regulations 7.1 and 7.2 do not apply.
-
· 7.6 In an individual match a reserve may take the place of any rider who withdraws from the match. Having taken the place of the rider he cannot take the place of any other rider in the match.
-
· 7.7 The maximum number of rides that a reserve may take in an 18-heat match is five.
-
· 7.8 The maximum number of rides that a reserve may take in a 12-heat match is four.
-
· 7.9 The maximum number of rides that a reserve may take in a four-man team event, must not exceed the programmed rides of the team members (i.e. those numbered 1-4 in each team).

· 8.1 In the event of a draw in an 18 or 12 heat International Championship match (World or Eurpoean Cup), the result must be decided by the following method:

· The first three heats shall be re-run and if the match is still drawn, the races shall be run again and again until a decision is reached – (Prior to the first heat the two captains shall toss for starting positions; the positions shall be reversed if it is necessary for the three heats to be run a second time. If a third set of races is required the starting positions will be determined by the toss of a coin, which will be reversed in the fourth set of three races. In each set of three races teams may use each reserve once only).

Edenton, North Carolina - USA Cycle Speedway
2011 World Championship Proposal
Edenton, North Carolina, USA Cycle Speedway has been nominated to host the 2011 World Championship cycle speedway at its facility in northeastern North Carolina (in the mid Atlantic region of the United States).
This proposal will outline our intentions of hosting the event and how we plan to run the championships. The championship races would include the following events:
- · World Senior and Junior Individuals
- · World Veterans Individual
- · World Senior and Junior Nations Team Cup
- · World Senior and Junior Nations Pairs
- · World Senior and Junior American Circuit Finals
- Racing Dates
At the onset we are planning to host the races in late October, 2011 as the weather is favorable for racing. Another benefit with hosting the races during the early fall is that the United Kingdom and Polish domestic fixtures will be concluded, thus causing no interruption of racing schedules.
Finally, these dates may coincide with U.K. school term breaks, although we may need to review closely and revise the schedule if necessary. We are envisioning the championships to cap off another exciting season of Cycle Speedway racing around the world!
All of the events would be held within 10 days to help offset the cost of making the trip to America, especially in our current economic climate. Below are the proposed dates:

- · Saturday, October 22nd – World Senior & Junior Individual Qualifying
- · Sunday, October 23rd - World Senior & Junior Individual Qualifying, World Senior & Junior USA Circuit Qualifying
- · Tuesday, October 25th – World Senior & Junior Individual ¼ Finals, World Senior & Junior USA Circuit Races
- · Wednesday, October 26th – "Great Britain vs. The Rest of the World Match", World Veterans Individual Finals (Qualifying if necessary)
- · Thursday, October 27th – World Senior & Junior Individual Semi Finals
- · Friday, October 28th – World Senior & Junior Pairs Finals
- · Saturday, October 29th – World Senior & Junior Nations Cup Finals
- · Sunday, October 30th – World Senior & Junior Individuals Finals
- These dates are tentative and subject to change following consultation with ICSF and member nations.
Based on this schedule, International guests could arrive in Edenton on Thursday, October 20th and depart on Monday, October 31st, although they may come in earlier and leave later if they wish.
Sponsorship
The Edenton Cycle Speedway has more than 20 corporate sponsors who support the organization on a yearly basis. Due to the scope of these proposed competitions, the Edenton Cycle Speedway USA, will broaden its campaign to include larger sponsors to help offset several costs associated with such an event.
We will solicit donations and sponsorships for the provision of awards for all of the agreed events.
We currently have Coca-Cola as a sponsor and are planning to prepare a presentation to this company to help sponsor the overall events in 2011 - We are aware that this world famous company has the disposable funding and resources to help partner with our organization. Currently the district manager of Coca-Cola is Frankie Eaves, who has coached our teams in the 2003 and 2007 Junior World Championships.
Other sponsors that we will negotiate support from include the Town of Edenton and Chowan County (Travel and Tourism Department), Biggs Pontiac (local automobile dealer), US Cellular (wireless telephone company), Chowan Hospital (local hospital) and Hampton Inn (local hotel of choice), including others.
Cycle Speedway has a trade sponsorship agreement with our local print partners, The Chowan Herald and Daily Advance, two of our local newspapers, to provide advertisements in the paper to promote upcoming events. We will seek a substantial trade to cover promotions of the World Championship races in both newspapers respectively. We will also seek a trade agreement with our local radio station – Dixie 105.7, a country music station, to promote the events via radio.
Accommodation
When the dates in question are agreed upon, area hotels and motels should be able to confirm their room rates by August / September, 2010. We will likely need deposits to ensure the holding of rooms. I have included current rates, however we will seek group discounts and sponsorships to get the lowest rate possible.

- The Edenton Cycle Speedway USA will arrange transportation to pickup and return guests to the airport and will share this expense with our guests. The number of guests will dictate the number of travel buses that will be needed, including a rate. Travel time will vary depending on rush hour traffic and airport of choice. The Edenton Cycle Speedway recommends either Norfolk International Airport or Raleigh / Durham International, however we will work with our guests regardless of the airport chosen.
We can also assist those who wish to have their own vehicle during the trip. Some may choose to rent a car at the airport, while others may wish to rent a car once they arrive in Edenton. The nearest car rental company is in Elizabeth City, however we have a drop off location in Edenton, which we will work to ensure vehicles can be picked up and returned in Edenton. For those who will have no transportation while in Edenton, we will work with the town and county to provide transportation via a bus (shuttle service) from the track to the hotels / bed and breakfasts. There may be a nominal rate charged to help cover fuel expenses. This will be investigated and looked at closely once we have a better idea of who will be attending and what their intended travel arrangements will be.
Staging Personnel
As matter of priority we are in negotiations of naming an Event Director who will control the day by day running of all the competitions - in turn he or she will be the link with the ICSF and International delegates. This name will be released by the winter of 2009.
We would like to formally request that the ICSF help provide and schedule all referee appointments.
Catering Outlets
In addition to the Edenton Cycle Speedway Concessions, we will consider brining in outside vendors to help supply food and snacks (including ice cream).
Included in a proposal to Coca-Cola, would be to help supply drinks for resale during the 10-day event.
Production and Printing of Event Program
The Edenton Cycle Speedway will design an official 2011 Cycle Speedway World Championship program including a front and rear cover and inside pages. We will seek advertisements to help support a World Championship Program. We will name a director of sales to oversee all advertisements both in the program and around the speedway (billboards). We will prepare the inside portion of the program via a computer to help with cost savings. Included in the program will be messages from other Cycle Speedway Nations. In addition, the program will include:

- · Words of thanks to people involved in planning and staging the event
- · Racing formulas
- World Championships Event Opening
We will host a parade in cooperation with the Town of Edenton and Chowan County for all competitors down the center of Edenton. All competitors will ride their bikes with their full racing gear. To help commemorate the occasion we will seek the support of a marching band from the local high school. We will also involve our sponsors in the parade to maximize publicity.
The competitors would be "on their bikes" Nation by Nation, preceded by a person bearing their National flag. In turn the National flag of all competing Nations will be raised at the race circuit during the event. The parade would be considered on Friday, October 21st, 2011 in the late afternoon or early evening.
We will plan an Event Opening Banquet at a local catering hall. At the banquet we will ask that all represented Nations appoint a person to say a few words to officially kick off the competitions!
Guests Of Honor
Other details that will need to be ironed out, include who will perform the opening ceremony. We are planning to have either our mayor of Edenton or another elected official to help kick-off the big races. We will also try hard to include representative/s from each major sponsor/s on each of the "finals" day.
Event Farewell Night
As tradition of Edenton Cycle Speedway USA of either having a kick off celebration and farewell event, we will plan a farewell event on Sunday, October 30th at Leon Nixon's Catering in Edenton (less than a mile from the Hampton Inn of Edenton). Dinner will include a buffet with a menu to be decided. We would like to thank everyone for coming, recognize our officials and volunteers from around the world and recognize the week's winners. We will hire a disc jockey to play music at the event. We will also need to license the event for the sale of alcohol (if needed) or "Bring Your Own Consumption." We will seek support from our local council on advising if this should take place at the event or back at the hotel (consumption of alcohol).
Official Hotel – Edenton Hampton Inn
Our plans include making the Edenton Hampton Inn the official hotel of the 2011 World Championships in Edenton USA. We feel as though this hotel is very fitting to receive this designation. The Hampton Inn is housed in a relatively new facility and has worked well with our organization over the years in welcoming International competitors. This location will serve as the liaison center for the duration of the event as it has a nice meeting/conference facility and lobby.
We will arrange for a large board with felt tip pens to be sited in the hotel reception area - this will enable the Event Director to pass on "day by day" information to all competitors and officials, with a similar arrangement at the speedway.
We will arrange a mobile phone for our Event Director. We will then provide this number with other Edenton USA contact numbers to all visitors if they wish to make contact regarding any information etc.
This location will also be the venue for the ongoing competition "draws" / the ICSF meeting / referee panel discussions etc.
We will discuss the consumption of alcohol at the meeting hall and lobby with the Hampton Inn.
Media
We will invite all members of the media to all racing events, banquets, press conferences, etc. We will declare media day for the 2011 Cycle Speedway World Championships, on Friday, October 21st. At this event, we will host a press conference and provide interviews with racers and officials. We envision the best coverage to come from our print partners. Here is a listing of our local media.
